Home Education Annual Requirements
During the School Year by June 30:
- Maintain a student portfolio and records including log of work, assessments, essays, and projects
- Secure a qualified evaluator to interview the child(ren), review the student’s portfolio, and complete a written evaluation to verify an grade level appropriate education has occurred. The Evaluator Report will be submitted to the Whitehall-Coplay School District no later than June 30.
- Qualified Evaluators:
Licensed clinical psychologist
School psychologist
PA certified teacher with two years grading experience at the level they evaluate (K-6 and/or 7-12) - Nonpublic school teacher or administrator with two years PA teaching experience within the last 10 years at the level they evaluate (K-6 and/or 7-12)
- Persons with other qualifications, with the prior consent of the superintendent of the district of residence.

Standardized Testing
The law requires that homeschooled students take the statewide tests or other authorized tests in grades 3, 5, and 8. The results must be reported in the portfolio; they are not reported to the school district. Supervisors should contact their student's respective building to schedule the PSSA assessment. If desired, an alternate standardized assessment may be given.
Closing out the School Year by June 30
- Submit the Home Education Evaluator’s Report to Mrs. Meghan Lloyd via email or mail at the District Office address listed above. The Evaluator’s Report must include the following:
- Evidence of the evaluator’s qualifications (PPID #)
- Signature of the evaluator
- Valid phone number and email address of the evaluator
- Statement that standardized testing results were reviewed (applicable for grades 3,5, and 8)
- Statement that 180 days of instruction OR 900 hours of instruction (Elementary) OR 990 hours of instruction (Secondary) were completed for the year
- Special Education Statement (if applicable)
- Written notification of approval
- Evaluator notes specific supports need of the exceptional student was addressed by the program
- Evaluator must have a valid certificate from the Commonwealth to teach special education
