Dually Labeled English Learners
Special education services do not replace English language development services or vice versa. ELs must be afforded all support, resources, and programming for which they are eligible. In other words, ELs are eligible for special education services if they meet IEP eligibility criteria and, conversely, students with a disability are eligible for English language development programming if they are identified as an ELs.
